Two important points which need considering when commissioning.

All flow meters must be fully open and you close the port below the actuator head to isolate. DO NOT close the flow meter. When doing this there is a possibility that the back-pressure can hold the flow meter closed.

If there is no flow due to back-pressure, you can remove the centre of the valve. Please blow any water that may be present where the valve sits and re-seat. This should reset the valve.
